Lottery Laws in Goa

Under the Lotteries Regulation Act of 1998, 13 Indian states have officially legalised government lotteries that are completely regulated by the respective state governments. Goa is one among the 13 states that actively conducts lottery draws. Also, online lotteries are an alternative available if you want to try something new and something more challenging. Let’s have a look at the laws for both online and offline lotteries in Goa.

Online Lottery in Goa

Goa is a gambling-friendly state where you can enjoy almost every type of gambling, with some laws and regulations in place. Online gambling may not be officially declared legal in the state, but the lack of any specific law leaves it up to the public to interpret. As a result, people participate in many such platforms that sell lottery tickets.

Lack of the online lottery laws is only for the people who wish to participate and not for the people wishing to operate or launch online lottery or betting sites. The government of Goa strictly bans anyone from selling lotteries online in the state. This means that Goa state lotteries are banned from being sold online. However, people are not barred from visiting websites that are based outside of the country and selling international lottery tickets.

Offline Lottery in Goa

Government-owned paper lotteries are legal and currently active in Goa, with over 5 schemes running at present. The Directorate of Small Savings and Lotteries Goa is the authority that regulates and conducts fair and transparent lottery draws in the state.

Goa state lotteries are only allowed to be sold offline through authorised vendors. Anyone selling the tickets online may get fined. Also, buying Goa lottery tickets online is not considered safe as those may be fake tickets sold fraudulently. The results of the draws are posted on the official website of the Goa lottery and published in the local daily newspapers.

Lottery winners can claim the prize easily through the ticket vendors if the winning amount is up to INR 10,000. However, higher winnings are to be claimed directly from the office of the Directorate. Winners may also have to submit some extra documents along with the winning ticket to claim the price.

How To Buy Lottery Tickets Online in Goa?

As mentioned before, Goa State Lotteries are not allowed to be sold online. In case you find anyone claiming to sell the official tickets online, the state authorities recommend you avoid buying them as they may be fake. However, there are some genuine and licensed websites like Lottoland, Lotto247, the Lotter, LottoSmile and Playhugelottos, selling tickets to some of the most promising and famous international lotteries draws, like US Powerball, EuroMillions, MegaMillions and EuroJackpot.

Follow the steps given below to buy lottery tickets from any of the above-mentioned websites.

  1. Choose the website and register with it.
  2. Select the lottery from the options available.
  3. Choose the numbers on your ticket(s) or use the quick pick option to select the numbers.
  4. Select the number of tickets you wish to buy and the days of draws you wish to enter.
  5. Pay for each ticket and each day of the draw you select.
  6. Visit the website on the day of the draw to check if the numbers on your ticket match the drawn number.

There are a few unique features that lottery websites offer. Unlike traditional paper lotteries, punters have to select the numbers manually on their tickets. If they wish the numbers to be random, then the “Quick Pick” option can be used. Some of these websites may also buy an original ticket with your selected numbers through a local agent and send a scanned copy to you as proof.

The price per ticket for each lottery may differ on different websites. For example, one US Powerball ticket price for one draw may fall between INR 300 to INR 450 on different lottery websites. Also, some of these websites offer subscription options where you can opt for the automatic purchase of lottery tickets, at the selected intervals of time, for your selected draw days.

Bottom Line

If you are visiting Goa as a tourist or even living there, the chances are low that you will get bored. From casinos to lotteries and beautiful beaches, this coastal state of India will keep you entertained. Lotteries are great for someone to try their luck at and if you get a chance to participate in multiple draws, the chances become higher. On the contrary, international draws provided by lottery websites have higher odds, but the rewards are also higher.

One can choose between online and offline lotteries when in Goa. However, we would recommend you play responsibly as the lottery is a game of pure chance. Also, it is better to always make sure that you buy a lottery ticket from a genuine seller, whether offline or online, to prevent being a victim of a financial scam.
